JGU submitted its proposal to the Ministry of Education, Government of India dated 08.12.2017 for being declared as an Institution of Eminence. After thorough inspection and review of JGU’s proposal and based on the recommendations of the University Grants Commission’s Empowered Experts Committee (EEC), the Ministry of Education, Government of India issued a Letter of Intent in September 2019, under Clause 8.4(e) of the UGC – IOE Regulations 2017. Subsequently, on 29.10.2020, JGU signed a Memorandum of Understanding (MoU) with the Ministry of Education, Government of India.

Based on the above MoU signed between the Ministry of Education, Government of India and JGU, the Government of India, Ministry of Education (Department of Higher Education) on the recommendation of EEC & UGC in the exercise of the powers conferred under Section 3 of the UGC Act, 1956, declared O.P. Jindal Global University as an ‘Institution of Eminence Deemed to be University’ to be known as O.P. Jindal Global (Institution of Eminence Deemed to be University) in F.No. I 1-9/2019-U.3(A)Pt. dated 4 November 2020.

JGU has been accorded the designation of an ‘Institution of Eminence’ (“IOE”) by the Ministry of Education, Government of India. This declaration arises pursuant to the authority vested under Section 3 of the University Grants Commission Act, 1956 and in conformity with the UGC (Institutions of Eminence Deemed to be Universities) Regulations, 2017 (hereinafter referred to as “UGC-IoE Regulations”).

The said UGC-IoE Regulations, inter alia, confer certain privileges and additional incentives to Higher Educational Institutions designated as Institutions of Eminence. Specifically, Clause 11.2.2 of the IoE regulations provides latitude with respect to offering all courses of a degree programme online, determination of course structure, encompassing aspects like credit hours and the requisite duration of obtaining a degree.

The relevant clauses have been narrated below for your reference.

“11.0 ADDITIONAL INCENTIVES

The Institutions of Eminence Deemed to be Universities selected in the aforesaid manner shall have additional incentives. These incentives would be available to all Institutions of Eminence Deemed to be Universities under these Regulations. As such, consistent with the national policy objective of creating an enabling regulatory architecture for these Institutions of Eminence Deemed to be Universities, the Institutions of Eminence Deemed to be Universities shall, upon declaration as institutions of Eminence Deemed to be Universities, be governed by the provisions of this Regulation. In particular, such Institutions of Eminence Deemed to be Universities shall be exempt from all UGC Regulations and other guidelines, notifications and orders of the commission on matters pertaining to the subject areas laid down in Regulation 11.1 to 11.6 of these Regulations.”

“11.2. Flexibility in Course Structure

11.2.2. The Institution of Eminence Deemed to be University shall also have flexibility of course structure in terms of credit hours and number of years to take a degree, after approval of its Governing Council and subject to broadly conforming to minimum prevailing standards.”

O.P. Jindal Global University’s eligibility to offer online programmes comes from the De-Facto powers granted by the UGC IoE Regulations.
